Assistant Chief Ryan Menges
Assistant Chief Ryan Menges has served with the City of Two Rivers Fire Department since 2015 and was promoted to his current rank in May 2023. In his role, he oversees the Division of Emergency Operations and plays a critical leadership role in the department’s emergency medical services and operational readiness.
Assistant Chief Menges is responsible for the development and implementation of all EMS training programs, ensuring that both objective-based and practical instruction meet the highest standards of performance and preparedness. He serves as the department’s EMS Service Director, where he manages the licensure and compliance of the Paramedic, Critical Care Paramedic, Tactical EMS (TEMS), and the department’s EMS Training Center. His responsibilities include coordination, documentation, quality improvement/quality assurance (QI/QA), and the integration of best practices and current research into training and patient care protocols.
He also serves as the department’s American Heart Association (AHA) Training Center Coordinator, overseeing certification programs in CPR, ACLS, and PALS for TRFD personnel and community partners.
In addition to his EMS and operations leadership, Assistant Chief Menges plays a central role in the department’s Community Outreach efforts. He is the lead liaison connecting individuals in need with local resources and services, reinforcing the department’s mission of compassionate, community-based care.
Assistant Chief Menges holds a Bachelor’s degree in Nursing and is an Emergency Services Instructor with Lakeshore Technical College. He is also a proud veteran, having served in the United States Army—experience that has instilled in him a strong sense of discipline, leadership, and service.
