How to Read Your Utility Bill

Two Rivers Utilities recently updated our utility statements. Click here to view the newly designed utility statement and have a better understanding of charges.

Account Number
The account number is specific to the premise.  This account number is 6-digits long (XXXX-XX).  When contacting the utility, please have your account number present. 

Service Period
This is the date range of which the meter(s) were read.  The date range can vary from 25 days to 35 days.  The longer the date range the higher your bill may be, but the following month will be a shorter date range resulting in the bill to average out.

Statement Activity
In this section of your bill, you will see your previous balance, due immediately, is the amount that was due on the previous month's bill.  Also displaying your latest payment and any outstanding charges due on the account listed as balance forward. Included in the Statement Activity are individual charges for Electric, Water & Sewer Services.

Electric Service:

  • Fixed Monthly Charge - this rate will not change, it is the base rate for the service size being provided.
  • Energy Charge - this is the actual kWh used in the Service Period
  • Power Cost Adjustment Clause (PCAC) - This adjustment may be applied to all rate classes.  The PCAC allows electric utilities to make monthly adjustments to customer bills when costs for providing power are above or below average cost authorized by the Public Service Commission.  As power costs fluctuate, the PCAC allows bills to be adjusted accordingly.
  • Commitment to Community - this charge is to provide programs for Energy Conservation & Energy Assistance within the City of Two Rivers Community.

Water Service:

  • Fixed Monthly Charge - this rate will not change, it is the base rate for the service size being provided.
  • Usage - This is the bill rate for the units of water used in a month.  Units of measure for water are measured in CCF. One CCF equals 100 cubic feet of water. 1 unit of water equals 748 gallons of water.
  • Public Fire Protection Charge - this charge is based on the size of the water service and helps cover cost of water mains and hydrants used for public fire protection in the City.

Sewer Service:

  • Fixed Monthly Charge - this rate will not change, it is the base rate for the connection.
  • Usage Charge - this is bill rate based on usage. Note: residential customers will be billed for sewer charges for their actual water usage during November through March and the monthly average from April through October. Industrial customers with excessive strength wastewater shall be charged an additional monthly surcharge.

Environmental Fee:

  • This fee offsets the recycling program and tree planting for the City.
