Utility Bill Pay Assistance
Are the energy expenses in your home a financial burden? Do you need to make difficult decisions about how to allocate your limited resources? Our local Bill Payment Assistance Program is designed to help income-qualifying households cover their energy costs and reduce the financial burden that they face.
If you believe you or someone you know may qualify, we encourage you to establish your income eligibility through the federally funded Wisconsin Home Energy Assistance Program (WHEAP). To learn more about the WHEAP application process, customers should contact the Manitowoc County Social Services office (920-683-4300). If approved for WHEAP, you will receive more information about your eligibility for our Bill Payment Assistance Program.
