Advisory Recreation Board

The Advisory Recreation Board advises the City Council, City Manager, Director of the Department of Parks and Recreation, as well as other City departments, concerning the formulation and implementation of policy. They provide recommendations on plans and programs calculated to carry out the duties of the Department of Parks and Recreation in maintaining City parks and providing programs of recreation for the general welfare of the people of the City.

The following are members of the Two Rivers Advisory Recreation Board:

Members of the Two Rivers Advisory Recreation Board are appointed by the City Manager to serve a term of three years, expiring May 1st. Meetings are held on the 2nd Tuesday of each month. Council Representatives are elected annually by the Two Rivers City Council.

 

Board of Education

The Board of Education is responsible for setting standards of governance, addressing administration and personnel issues, providing oversight of fiscal management, approving the educational program, and supporting school and community relations.

The following are members of the Two Rivers Board of Education:

Members of the Two Rivers Board of Education serve a term of three years, each time elected. Meetings are held on the 2nd and 4th Monday of each month, at 7:00 PM in the Board Room and Two Rivers High School.

 

Board of Review

The Two Rivers Board of Review equalizes assessments by raising or lowering the individual assessments of real property, and add to the assessment rolls any taxable property which has been committed by the City Assessor.

The following are members of the Two Rivers Board of Review:

Members of the Two Rivers Board of Review are elected annually by the City Council to server a term of one year. Meetings are on the 2nd Monday in May and adjourned from day to day.

 

Business and Industrial Development Committee

The Two Rivers Business and Industrial Development Committee works to retain, expand, and assist businesses of all sizes, and works to identify and attract relocation candidate businesses and new businesses to the City of Two Rivers.

The following are members of the Two Rivers Business and Industrial Development Committee:

Members of the Two Rivers Business and Industrial Development Committee are appointed by the City Manager and confirmed by the City Council to serve a term of three years, expiring May 1st. City Council Representatives are elected annually. Meetings are on the 4th Tuesday of each month at 5 PM.

 

Business Improvement District Board

The Two Rivers Business Improvement District Board allows businesses within the district to develop, management, and promote the district and to establish an assessment method to fund those activities.

The following are members of the Two Rivers Business Improvement District Board:

Members of the Two Rivers Business Improvement District Board are appointed by the City Manager to serve a term of three years, expiring the first Monday in May. Meetings are held on call.

 

Commission for Equal Opportunities in Housing

The Two Rivers Commission for Equal Opportunities in Housing was established to enforce the Fair Housing Act and other federal and state laws were enacted to guarantee a right to a national housing market free from discrimination based on race, color, religion, sex, disability, familial status, and national origin.

Committee on Aging

The Two Rivers Committee on Aging identifies concerns of older citizens and makes recommendations regarding policy and procedures to best protect the well being, rights and quality of life of older citizens.

The following are members of the Two Rivers Committee on Aging:

Members of the Two Rivers Committee on Aging are appointed by the City Manager and confirmed by the City Council to serve a three year term, expiring on May 1st. City Council Representatives are elected annually. Meetings are on the first Monday of each month at 8:30 AM at the Senior Center.

 

Community Development Authority

The Two Rivers Community Development Authority was established to encourage and help people and businesses to invest in the city, creating jobs, increasing the tax base, and improving the community's quality of life

The following are members of the Two Rivers Community Development Authority:

Members of the Two Rivers Community Development Authority are appointed by the City Manager and confirmed by the City Council to serve a term of four years, expiring May 1st. City Council Representatives are elected annually. Meetings are held the fourth Tuesday of each month at 5 PM.

 

Community Development Block Grant Housing Committee

The Two Rivers Community Development Block Grant Housing Committee works with community-based non-profit organizations to improve the quality of life for low- and moderate-income people and neighborhoods.

Environmental Advisory Board

The Two Rivers Environmental Advisory Board provides feedback and advice to council on policies, ordinances and administrative procedures regarding environmental protection and the conservation of energy and natural resources.

Library Board

The Two Rivers Library Board advocates for the library in the community, plans for the future of the library, monitors and evaluates the overall effectiveness of the library, and sets library policies.

Members of the Two Rivers Library Board are appointed by the City Manager and confirmed by the City Council to serve a three year term, expiring on May 1st. Meetings are on the second Tuesday of the month at 6:00 PM at the Lester Public Library.

 

Main Street Board of Directors

The Two Rivers Main Street Board of Directors oversees the Two Rivers Main Street Program, which has been set up to improve the community's quality of life by strengthening the downtown as the center of the community. This is accomplished through concentrated efforts in Organization, Design, Promotion, and Economic Restructuring.

Plan Commission

The Two Rivers Plan Commission advises the City Council on a variety of land development issues including zoning map changes, revisions in the zoning ordinance, subdivision approvals, business improvement districts, street and alley vacations, public land disposition and acquisition, and new streets and the approval of development plans in certain overlay districts.

Police and Fire Commission

The Two Rivers Police and Fire Commission is responsible for hiring Police and Fire chiefs, and approval of their subordinate appointments. They also review charges against and may discipline or dismiss the Police or Fire Chief or any subordinate.

The Two Rivers Zoning Board of Appeals reviews land use issues that pertain to the Two Rivers Zoning Ordinance, including proposed variations from the zoning code, special uses that require review to determine compatibility with adjacent properties, and appeals of decisions made by the Zoning Administrator.
